Looking for advice for cleaning up some deleted scenes.

I am working on a film and have some deleted scenes of low quality video, dvd quality with some bad combing effects on them.
I am on a Mac using FCPX and exported the scenes as image sequences and have manually removed the combing on each individual frame in question.
Just wondering if anyone knows of any upscaling that I can try to improve image fidelity, I have tried denoise, sharpen and a bit of basic grading to varying degrees of success so far.
 
Thanks for those suggestions, my Mac is 10 years old so seems 10.14 won't run those, Will try get a loan of a macbook to try these out.
 
I have access to Topaz.
If your shots are pretty short, I could run them through it.
