Very interesting.
I've known for quite a while now that Alec Peters is a jerk, and in all likelihood an outright fraud. He tries to play the victim, but the reality is that he brought the wrath of CBS/Paramount on himself through his misconduct, then threw other fan film creators under the bus. The new fan film guidelines are his fault, not that of CBS. He essentially forced their hand.
There's way too much to get into here, but in a nutshell, he was using money from fan donations to build a permanent studio that he would eventually use to make money. This is why he kept stalling and asking for more and more money. In doing so, he was not only scamming the fans, but also breaking the first commandment of fan films: thou shalt not make a financial profit from a fan film. He thought that since he was doing it in such a sneaky way, he could fly under the radar, but CBS was too smart to fall for it.
He was also paying himself a hefty salary from donation money (even going to expensive restaurants). And when you add in the fact that he took every possible opportunity to bad-mouth CBS/Paramount, J.J. Abrams, etc, and talk as if his fan film would more or less put official Star Trek out of business, there was simply no reality in which CBS/Paramount would let this joker keep scamming the fans and biting the hand of the corporation that had fed him and all other fan film creators by graciously allowing fan films to be made.
Here's a good source for concise, reliable information about the Axanar project, Peters and his misdeeds, and the lawsuit:

And if you really want to dive deep into the available information, you could read the massive threads at The Trek BBS linked to below (just skimming through the first one alone will give you a pretty good idea of of the big picture, once the thread really gets going and the posts with the juicy details start to appear).

Sadly, there are still a large number of people who buy into Peters' victim narrative, despite all of the available evidence that proves it false.
